This session unpacks the pay-for-success model and the role of Social Impact Bonds and Outcomes Funds as specific tools through which impact investing can drive social and economic change. Through this approach, the public sector has the opportunity to play a key role by embedding impact metrics into policy decisions to produce better outcomes. Key concepts and questions that will be explored include: mainstreaming social impact bonds, the role of outcomes funds in policy making, building impact datasets, and the opportunities and risks that this model can bring to social enterprises and social service providers.
